Part of our Sri Lanka eSIM guide: all articles and key facts β†’

A local tourist SIM is the cheapest way to get data in Sri Lanka, and the choice is between three networks: Dialog, SLT-Mobitel and Hutch. Airtel, which many guides still list, has been part of Dialog since 2024. We read the operators' own pages on 22 October 2026, together with Opensignal's latest report and Ookla's speed index, to see what each network offers a visitor, where you can buy it, and whether you can get an eSIM before you fly.

The short version: Dialog and SLT-Mobitel both sell tourist plans from counters in the arrivals hall at Colombo, both check your passport, and both are far cheaper than any travel eSIM. Their online eSIM shops are a different story.

Key takeaways

  • On 22 October 2026, Dialog sold monthly tourist plans of 20 GB for Rs 1,399 (about €3.75), 30 GB for Rs 1,799 and 50 GB for Rs 2,450 (about €6.57); SLT-Mobitel sold 15 GB for 7 days at Rs 821 (about €2.20) and 30 GB for 30 days at Rs 1,540, with unlimited local calls.
  • Both have counters in the arrivals hall at Colombo airport and need only your passport; SLT-Mobitel issues its tourist eSIM there or in an outlet, because its online eSIM portal asks for a Sri Lankan ID or driving licence and a local card.
  • In Opensignal's February 2026 report, SLT Mobitel was fastest (19.2 Mbps average download) just ahead of Dialog (18.0 Mbps), while Dialog won every coverage and reliability award; Hutch trailed at 7.3 Mbps and 5.6 out of 10 for coverage.

Dialog, SLT-Mobitel, Hutch, Airtel: who is who?

Sri Lanka has three mobile networks: Dialog Axiata, SLT-Mobitel and Hutch. Airtel is now a Dialog brand. Dialog announced on 30 August 2024 that its amalgamation with Bharti Airtel Lanka had taken effect, that Airtel Lanka had ceased to exist as a separate company, and that the Airtel brand would continue. The Airtel tourist page still exists, with a footer stating that "Dialog Axiata PLC is the licensee of the 'Airtel' Brand in Sri Lanka", and still describes an Airtel counter at the airport.

Hutch is the only one of the three that did not bid in the 5G spectrum auction concluded in late 2025, according to Opensignal; it is focusing on rural 4G under the regulator's Gamata Sanniwedanaya programme. The regulator is the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), whose approval codes appear on both Dialog's and Mobitel's tourist pages.

This matters for eSIM buyers because most travel eSIMs use Mobitel: Airalo, Yesim and eTravelSim name only Mobitel, Nomad and Ubigi name Hutch and Mobitel, and only Holafly lists Dialog. Our comparison of Sri Lanka eSIMs has the prices.

Which network is fastest in Sri Lanka?

SLT-Mobitel, narrowly ahead of Dialog; Hutch is far behind. Opensignal's Sri Lanka Mobile Network Experience report of February 2026 is built from measurements by its users between 1 October and 29 December 2025.

Opensignal, Oct to Dec 2025SLT MobitelDialogHutch
Download Speed Experience19.2 Mbps18.0 Mbps7.3 Mbps
Upload Speed Experience5.7 Mbps4.5 Mbps2.7 Mbps

5G Download Speed246.7 Mbps158.2 MbpsNo 5G
5G Availability6.4%16.3%No 5G

Opensignal notes that SLT Mobitel's download score rose by 31.5% and its upload score by 46.1% since its previous report, which gave it all four speed awards. Dialog and SLT Mobitel launched commercial 5G in December 2025; Dialog users with a 5G phone found a 5G signal more often (16.3% of the time against 6.4%), while Mobitel's 5G was faster when present. A Daily Mirror report of 22 April 2026 adds that SLT-Mobitel received Ookla's Best Mobile Network award for the second half of 2025.

The newest figure is Ookla's: its Speedtest Global Index put Sri Lanka's median mobile download at 57.24 Mbps and latency at 21 ms in September 2026, all operators combined. The gap with Opensignal's figures is partly method (Ookla counts speed tests users run, Opensignal everyday background measurements) and partly time, since 5G was barely launched in Opensignal's period.

Which network covers the most of Sri Lanka?

Dialog, according to every coverage measure in Opensignal's report. It won both the Coverage Experience and Time on Network awards outright, and the Consistent Quality and Reliability Experience awards as well.

Opensignal, Oct to Dec 2025DialogSLT MobitelHutch
Coverage Experience (0 to 10)9.27.55.6
Time on Network (3G, 4G or 5G)93.6%92.6%91.0%
Consistent Quality (% of tests)56.8%49.3%35.2%
Reliability Experience (100 to 1,000)832763673

Time on Network is the share of time Opensignal users were connected to 3G, 4G or 5G, so the three networks are close on that measure; Coverage Experience, which reflects how widely users found a signal, separates them more clearly. Opensignal publishes no regional breakdown for Sri Lanka, and nPerf no Sri Lanka barometer, so we cannot give independent figures for the hill country, the Cultural Triangle or the east coast.

Dialog points visitors to a coverage map on its tourist page, but that is the operator's own theoretical map. The travel eSIM seller Holafly, which uses all three networks, warns of weaker coverage in "certain parts of Yala and Wilpattu national parks, along routes in the Knuckles Mountain Range, and in some isolated areas of the Central Highlands". On the Main Line to Ella, which climbs to 1,898 m at Pattipola and passes through dozens of numbered tunnels, short drop-outs are inevitable on any network. What does the Dialog tourist SIM include?

Three monthly plans, from 20 GB for Rs 1,399 to 50 GB for Rs 2,450. Dialog's tourist page listed on 22 October 2026, with the operator's own dollar estimate and our euro conversion at the Central Bank of Sri Lanka rate of the same day (Rs 372.90 to the euro):

Dialog tourist plan (monthly rental)DataExtrasPriceAbout in euros
Rs 1,399 (~USD 4)20 GBCall creditRs 1,399€3.75
Rs 1,799 (~USD 5)30 GBCall creditRs 1,799€4.82
Rs 2,450 (~USD 7)50 GBUnlimited WhatsApp, call creditRs 2,450€6.57

The page lists "two Dialog Airport Stores" "right after the customs desk in the Arrival lobby", where you present your passport for verification, and says Dialog has 136 customer centres and authorised retailers across the island if you miss them. Both a physical Tourist SIM and a Tourist eSIM are offered. You activate a plan by reloading its exact value online, by dialling #778#, or at a retailer, and check your balance with #456# or the MyDialog app.

Dialog is the only operator that describes an online route for visitors: buy an eSIM on its new connection page, or reserve a SIM online and collect it at the airport store with your passport and order number. That form offers a "Foreigner" option with a passport number field. Its eSIM FAQ says the QR code is emailed, that activation takes "approximately 30 minutes" "if all submitted documents are in order", and that you can order and configure an eSIM from abroad if roaming is enabled. We did not place an order, so we cannot confirm that a foreign visitor receives a working tourist eSIM before landing.

What does the SLT-Mobitel tourist SIM include?

Three packs with unlimited local calls and 1,000 SMS to any network, from 15 GB for a week to unlimited data for a month. SLT-Mobitel's tourist page listed these tax-inclusive prices on 22 October 2026:

SLT-Mobitel tourist packValidityDataPriceAbout in euros
Plan 017 days15 GBRs 821€2.20
Plan 0230 days30 GBRs 1,540€4.13
Plan 0330 days"Non-stop Data", FUP appliesRs 5,131€13.76

The SIM is sold at the SLT-Mobitel counters in the arrival lobby of Bandaranaike International Airport, at Mattala Rajapaksa and Jaffna international airports, and in any SLT-Mobitel outlet. "You only need your foreign passport." The page mentions VoLTE and "4G & 5G services (in selective areas)". If you run out, online top-ups add 8.4 GB for 14 days at Rs 652 (about €1.75) or 20 GB for 30 days at Rs 1,343 (about €3.60), payable by card; dial *100# to check your balance.

One oddity: the page says prices are "displayed in dollars" and can be paid in the rupee equivalent, but the table itself shows rupees. Plan 03's unlimited data carries "FUP and Conditions apply" with no threshold, so treat it as a large allowance rather than a guarantee.

And Hutch?

Hutch's own website gave us no tourist offer to quote. The "Tourist's packages" link in its menu returned "Page not found" on 22 October 2026, so we cannot confirm a Hutch price, counter or registration rule. Its eSIM page promises "Online activation within minutes" and says existing customers convert a physical SIM to an eSIM at the Hutch Corporate Office, 234 Galle Road, Colombo 04.

Hutch is also the weakest of the three networks in Opensignal's measurements: 7.3 Mbps average download and 5.6 out of 10 for Coverage Experience. It does reach travellers indirectly: Airalo sells a Hutch-based eSIM with a Sri Lankan number, minutes and SMS (20 GB, 200 minutes and 200 SMS for 30 days at €18.50 on 22 October 2026), and Nomad and Ubigi list Hutch next to Mobitel. Airalo's package asks for "Your Sri Lankan address" by SMS after activation, which it calls "a regulatory requirement of Sri Lanka".

Buying a SIM at Colombo airport: what to expect

Bandaranaike International Airport (CMB) lies 32.5 km north of Colombo. After customs, Dialog has two stores in the arrival lobby and SLT-Mobitel has counters there too; Airtel's page still describes a counter where you hand over an application form and a passport copy.

  • Documents: your passport. Dialog verifies it in person; Mobitel says it is the only document needed. We found no official requirement for a visa page or hotel booking at either operator.
  • Phone: it must be unlocked. Dialog warns that devices locked to a network "may not be allowed to download a Dialog eSIM profile", and requires support for the GSMA's Remote SIM Provisioning Phase 2 standard.
  • Plan activation: at Dialog, the plan is activated by a reload of its exact value or via #778#; ask for it to be done before you leave the counter.
  • eSIM or physical SIM: both Dialog and Mobitel offer a tourist eSIM at the airport. Ask for the QR code to be scanned while you are still at the counter, so staff can check it connects.

If you land at night or the queue is long, a travel eSIM installed at home gets you to your hotel, and Dialog's 136 centres and retailers, or any Mobitel outlet, can sell you a local line later.

Can you buy a Dialog or Mobitel eSIM online before you fly?

For Mobitel, no; for Dialog, possibly, but we could not confirm it. Third-party guides contradict each other on this point, so we read the operators' own pages.

SLT-Mobitel's online eSIM page is headed "New prepaid eSIM - Sri Lankan". It asks you to upload a National ID or driving licence, a selfie and a signature, and says "The local Credit/Debit cards are accepted." Its tourist page answers the visitor question directly: "you can request an eSIM at the Arrival lobby or any SLT Mobitel Outlet."

Dialog's tourist page lists "Dialog eSIM" as the first of four ways to buy, via its online new connection page, which offers a "Foreigner" option and a passport number field. The eSIM FAQ adds that the QR code arrives by email and that activation takes about 30 minutes once documents are checked. If you try it, do so several days before departure, and keep a travel eSIM as a fallback.

Local SIM or travel eSIM: which costs less?

The local SIM, by a factor of five to ten, if you reach a counter. On 22 October 2026:

NeedLocal optionCheapest travel eSIM we verified
One weekMobitel 15 GB, 7 days: Rs 821 (about €2.20)Airalo 10 GB, 7 days: €10; Yesim unlimited 7 days: €24.50
One month, moderate useDialog 30 GB, monthly: Rs 1,799 (about €4.82)Airalo 20 GB, 30 days: €17
One month, heavy useDialog 50 GB: Rs 2,450 (about €6.57); Mobitel unlimited: Rs 5,131 (about €13.76)Yesim unlimited 30 days: €57

The travel eSIM buys convenience: it works from the moment you land, needs no counter and no passport check, and most can be installed weeks ahead. The local line adds a Sri Lankan number for calls, taxi drivers and guesthouses, and unlimited local calls on Mobitel's packs. See the full comparison of Sri Lanka travel eSIMs for unlimited caps and hotspot rules.

If you continue to the Maldives, a Sri Lankan tourist SIM will not help there: see our Maldives eSIM guide. Travellers planning another Indian Ocean island can compare with our Mauritius and Seychelles guides.

How do you set up a local eSIM or SIM?

Check before you fly that your phone supports eSIM and is unlocked; then let the counter staff install and activate the line, and test it before you leave.

Once the line works, make it your mobile data line and keep your home SIM for calls and bank SMS with data roaming off; our guide to running two eSIMs at the same time explains the settings. If a counter asks for your EID, see where to find the EID number; Dialog also says dialling *#06# shows it. If the line will not connect later, work through 10 fixes for a travel eSIM not working abroad.

How we checked

We read the tourist and eSIM pages of Dialog, SLT-Mobitel, Hutch and Airtel, and Dialog's announcement of the Airtel amalgamation, on 22 October 2026, and the online order forms of Dialog and Mobitel without placing an order. Network figures come from Opensignal's February 2026 Sri Lanka report (1 October to 29 December 2025) and Ookla's Speedtest Global Index for September 2026. Rupee prices are converted at the Central Bank of Sri Lanka indicative rate of 22 October 2026 (Rs 372.90 to the euro).

We did not buy a SIM or measure speeds in Sri Lanka. We could not verify any Hutch tourist price, because its tourist page was offline, and we found no independent coverage data for individual routes or parks. The Sri Lanka Tourism Development Authority counted 1,693,679 visitors from January to September 2026; January and February 2026 were the busiest months so far, with 277,327 and 279,328 arrivals, so allow for queues at the counters in that season. For travel eSIM prices, see our best eSIM for Sri Lanka and the Sri Lanka eSIM guide.
