An Oman local SIM is no longer something you must queue for at the airport: Omantel and Ooredoo sell tourist eSIMs online, and Vodafone delivers SIMs ordered in its app. We read the three operators' tourist pages on 22 October 2026, together with Opensignal's latest public report on Oman's networks, to see what each offers a visitor and which network suits a road trip.

Omani rial prices are converted through the rial's fixed dollar peg (1 rial for 2.6008 dollars) and the European Central Bank rate of 22 October 2026 (1 euro for 1.1205 dollars), which gives about €2.32 per rial.

Key takeaways

  • On 22 October 2026, Omantel sold tourist eSIMs online at OMR 5 for 8 GB, OMR 10 for 18 GB and OMR 20 for unlimited data, each for 14 days, VAT included; Ooredoo charged the same base prices plus 5% VAT for 10, 15 and 20 days.
  • In Opensignal's January 2026 report, Omantel led Coverage Experience (8.3 out of 10) ahead of Ooredoo (7.8) and Vodafone (5.8), while Ooredoo had the fastest average download (68.8 Mbps) and the best reliability score.
  • Tourist lines are for Oman only: Omantel and Ooredoo exclude roaming, both ask for a passport, and Ooredoo will not sell its tourist SIM to residents.

Omantel, Ooredoo, Vodafone: who is who?

Oman has three mobile networks: Omantel, Ooredoo and Vodafone. Omantel is the historic operator, and the one almost every travel eSIM uses. Ooredoo Oman launched in 2005 as Nawras and took the name of its Qatari parent in 2014. Vodafone Oman started service in 2022 as the country's third operator.

The regulator is the Telecommunications Regulatory Authority (TRA). According to Opensignal, it completed a nationwide 3G shutdown that began in the third quarter of 2024, keeping a few 3G sites around Muscat International Airport for technical reasons, and says 4G now covers 99% of the Sultanate and 5G 90%. In practice, your phone needs 4G to get data in Oman.

Which network is fastest in Oman?

Ooredoo for everyday download speed, Omantel on 5G, Vodafone for uploads. Opensignal's January 2026 report is built from measurements by users of its app between 1 October and 29 December 2025.

Opensignal, Oct to Dec 2025OmantelOoredooVodafone
Download speed61.2 Mbps68.8 Mbps51.8 Mbps
Upload speed13.3 Mbps15.2 Mbps17.3 Mbps
5G download speed297.3 Mbps264.0 Mbps119.7 Mbps
Reliability Experience (100 to 1,000)870895845
Consistent Quality76.9%76.5%71.6%

Ooredoo won download speed and Reliability Experience outright; Omantel won 5G download speed and Consistent Quality; Vodafone won upload speed. Opensignal also notes that Ooredoo's download score rose by 15 Mbps since its previous report while Vodafone's fell by 3 Mbps. For a visitor, all three are fast enough for maps, social media and video calls; the differences matter more on coverage.

Which network covers the most of Oman?

Omantel, then Ooredoo, with Vodafone well behind on Opensignal's Coverage Experience. This metric measures how well a network covers the places its users live, work and travel, rather than a share of land or population.

Opensignal, Oct to Dec 2025OmantelOoredooVodafone
Coverage Experience (0 to 10)8.37.85.8
5G Coverage Experience (0 to 10)5.24.43.2
Time on Network94.8%97.1%96.7%

Time on Network, the share of time users had a signal, tells a slightly different story: Ooredoo and Vodafone shared that award, and Omantel came third. Opensignal adds that Vodafone is the only operator in the region using low-band 700 MHz spectrum for 5G, which carries further and indoors better. Omantel itself claims 98% 4G and 92% 5G coverage. None of these figures is broken down by region in the public report, and the TRA's 2025 field tests, which Opensignal says included tourist destinations and key roads, had no results we could find by site.

What do Omantel's tourist eSIMs include?

Three tourist packs, all valid 14 days and sold as eSIMs online: OMR 5, OMR 10 and OMR 20, VAT included. The figures come from the plan data of Omantel's prepaid page, read on 22 October 2026.

Omantel packDataMinutes and SMS (local and international)Price, VAT included
Tourist Explore8 GB50 min, 50 SMSOMR 5 (about €11.61)
Tourist Discover18 GB100 min, 100 SMSOMR 10 (about €23.21)
Tourist UnlimitedUnlimited200 min, 200 SMSOMR 20 (about €46.42)

All three include unlimited calls to other tourist lines, and the terms add 1 GB of free local data valid for one day from activation. The line itself stays valid for 30 days from activation, and you can buy the same pack or another tourist pack again. If you run short, add-ons include 2 GB for a day at OMR 1.5 and 10 GB of night data for 7 days at OMR 2.

To buy, the page offers three routes: a visit to an Omantel outlet or partner "with a valid passport", the code *455#, or the app. The website's "Buy Tourist eSIM" button leads to an online checkout that says "To buy and activate a Tourist eSIM you'll need Passport or GCC National ID", plus an email address or mobile number to receive the eSIM and a Visa or Mastercard. Omantel's terms are clear that the tourist SIM "can only be used locally and does not include roaming".

What does Ooredoo offer a visitor?

The same OMR 5, 10 and 20 price points as Omantel, plus 5% VAT, with longer validity on the larger packs and separate local and international minutes. Ooredoo's tourist pack page listed three plans on 22 October 2026.

Ooredoo packDataMinutes and SMSValidityPrice with 5% VAT
Tourist 58 GB50 local, 50 international, 50 SMS10 daysOMR 5.25 (about €12.19)
Tourist 1018 GB100 local, 100 international, 100 SMS15 daysOMR 10.50 (about €24.37)
Tourist 20UnlimitedUnlimited local, 200 international, 200 SMS20 daysOMR 21 (about €48.74)

All packs include unlimited calls between tourist numbers. The international minutes reach a list of about 100 countries, including France, Germany, Spain, the United Kingdom and the United States. The terms say the tourist line is valid for 30 days, that the allowances are "for local use only (no roaming)", and that you can check your balance with *555*377# or the Ooredoo app.

Ooredoo sells its tourist SIM "at any store in airports, or other stores across the country", and its online shop offers each pack as a physical SIM or an eSIM, with setup instructions sent by email. It is sold to visitors and business travellers but not to Omani nationals or resident cardholders, and an original passport is required for verification (an ID card or passport for GCC nationals). Ooredoo's page describes its network as "Oman's best 5G coverage experience"; Opensignal's figures above put it second for coverage.

And Vodafone Oman?

Vodafone has the cheapest entry plan and the cheapest unlimited fortnight, but the weakest coverage score. Its Global and GCC Visitors page listed three plans on 22 October 2026, with prices in Omani rials:

  • 8GB Visitor Plan: OMR 4 (about €9.28) for 7 days, with 8 GB, 50 "Flexi" minutes usable for local or international calls, 50 local SMS, 50 international SMS and unlimited calls within Vodafone.
  • 20GB Visitor Plan: OMR 10 (about €23.21) for 14 days, with 20 GB, 150 Flexi minutes, 100 local and 100 international SMS.
  • Unlimited Local Data Visitor Plan: OMR 18 (about €41.78) for 14 days, with unlimited local data and minutes, 300 international minutes, 200 local SMS and 300 international SMS.

The page does not say in its text whether VAT is included. Vodafone's Get a SIM page offers a SIM card or an eSIM, ordered with a plan in the My Vodafone app, with collection or delivery by its partner Asyad. We found no page confirming that a visitor can complete that order as an eSIM before arrival, so check in the app. On coverage, Vodafone scored 5.8 out of 10 in Opensignal's Coverage Experience, against 8.3 for Omantel, although it tied with Ooredoo on Time on Network.

Local SIM or travel eSIM: which costs less?

For a fixed allowance the local packs win; for unlimited data they are level with the cheaper travel eSIMs; a travel eSIM saves you the identity check. The table compares the main options checked on 22 October 2026.

The local route has costs the table does not show: a passport check, a tourist line that stops at the border, and a phone that is not locked to your home operator (read do you need an unlocked phone for a travel eSIM). In exchange you get an Omani number and minutes, useful for calling hotels, desert camps or car rental agencies. Our comparison of Oman eSIMs lists every travel plan by trip length.

Which local pack for which trip?

  • A week or less, light use: Vodafone's 8 GB for 7 days at OMR 4 is the cheapest, but Omantel's 8 GB for OMR 5 lasts 14 days on the network with the best coverage score.
  • Ten days to two weeks of driving: Omantel's Discover (18 GB, 14 days, OMR 10) or Ooredoo's Tourist 10 (18 GB, 15 days, OMR 10.50 with VAT) cover navigation, messaging and photo uploads.
  • Heavy use or a laptop: Vodafone's unlimited fortnight costs OMR 18, Omantel's OMR 20 and Ooredoo's OMR 21 with VAT, but Ooredoo's lasts 20 days instead of 14.
  • More than two weeks: the tourist line itself is valid 30 days at Omantel and Ooredoo, and Omantel's terms let you buy the same pack or another tourist pack again on the same line.

Should you buy online or at Muscat airport?

Online, if you want to land connected: Omantel's checkout and Ooredoo's shop both sell tourist eSIMs before you fly. Ooredoo's terms also mention its stores "in airports". We found no operator page giving the location or opening hours of a counter at Muscat International Airport, which lies in Seeb, 32 km from old Muscat, so do not plan your arrival around one.

Whichever route you choose, a few checks avoid trouble:

A dual-SIM phone can keep your home line for bank codes while the Omani line handles data; our guide to running two eSIMs at the same time explains the settings.

Which network for a road trip: wadis, sands, mountains and Musandam?

Omantel is the safest bet on paper, but no network covers every wadi or dune. Omantel led Opensignal's Coverage Experience, and the travel eSIM seller Holafly, which also uses Omantel, warns that "in desert or mountainous regions and on roads far from the main towns, coverage may be weaker or unavailable". No operator or regulator page we found gives coverage by site, so treat what follows as planning advice rather than a map.

  • Jebel Shams and Jebel Akhdar: Jebel Shams, north of Al-Hamra, rises to about 3,000 m in the Hajar range, which Holafly names among the areas with weaker coverage. Download offline maps in Nizwa.
  • Sharqiya Sands: the former Wahiba Sands stretch about 180 km north to south. Camps deep in the dunes may have little or no signal; agree a meeting point before you drive in.
  • Wadis: canyons block signals. Download maps and tell someone your route before a hike.
  • Musandam: an exclave separated from the rest of Oman by the UAE, with Khasab as its centre. Omantel and Ooredoo tourist lines exclude roaming, so they will not help while you cross the Emirates; a regional travel eSIM covering both countries is the simpler option.
  • Salalah and Dhofar: a flight or a long drive south; Ooredoo's tourist page targets visitors to the khareef season, from about June to early September.

Reports on whether WhatsApp and FaceTime calls work in Oman conflict, and we found no TRA or operator statement either way, so the tourist plans' included minutes are a useful backup. If your trip continues to Jordan or Egypt, see our guide to one eSIM or two for Egypt and Jordan.

How we checked

We read Omantel's prepaid page and the plan data behind it, its eSIM and checkout pages, Ooredoo's tourist pack page and online shop, and Vodafone's visitor and Get a SIM pages on 22 October 2026. Network figures come from Opensignal's January 2026 report for Oman, covering October to December 2025; its July 2026 report was not publicly readable, and we found no nPerf barometer or published TRA field results for Oman. Euro amounts use the rial's dollar peg and the European Central Bank rate of 22 October 2026.

We did not buy a SIM or measure signal in Oman. Tourist packs change often, especially around the khareef season, so check the operator's page before you buy. For more on the region, see our Jordan eSIM guide and our Egypt eSIM guide.
